However, Korea didn't do well on monitoring allocation adequacy of R&D resource for public and private sector, and efficiency of R&D capability. IT fusion and conversion have made rapid progress. Technologies now have shorter lives, thereby increasing the uncertainties of R&D investments. And alongside the shift in South Korea's reputation vis-a�-vis the IT sector from technology follower to technology leader is the growing importance of strategic technology planning. In this paper, analyze the main causes of the gap among the technology levels and bottleneck. And identify the elements that can improve the level of different IT technologies and businesses' innovation capacity beyond the continuous investment and effort by the Korean government and private sector players.
