In the scope of a comprehensive support program of the German government called "EXIST - Existenzgruendungen aus der Wissenschaft" that started in 1998, a few German Universities established early pre-incubators to assist the development of new enterprises. Despite little research literature concerning business-related pre-incubators, in practice, these institutions play an important role for German universities in nurturing new ventures. The Strascheg Center for Entrepreneurship (sce) at the University of Applied Science in Munich covers the full range of (continuing) education on the subject of entrepreneurship. This encourages both students and professors to develop an entrepreneurial spirit to think from the idea to innovation. In addition the sce is successively establishing programs to accompany the path towards successful implementation of innovation. This paper will focus on the novel concept of a University Business pre-incubator. According to the quotation of Allen and McCluskey "No two Business Incubators are alike" we have analyzed both the synergies and the specific conditions for a novel pre-incubator concept at the Munich University of Applied Science in Southern Germany. The cultural, social, institutional and financial conditions for this organisation within the specific region and at its university environment have been outlined. According to this result we have developed a novel concept which will match these criteria to establish a new dimension of pre-incubator within the market place. This paper will present a description of the facilities of this Business Incubator but particularly will focus on paying attention to its new scheme of operating, monitoring and communicating such a program to provide a medium for both networking between the supported Project Teams and to establish and guarantee a high quality level of their work.
